Quick summary
Expat employment runs on an LMRA-issued work permit tied to an employer sponsorship. Since the 2009 reforms, employees can transfer to a new employer without their current sponsor's no-objection certificate in defined circumstances. Bahrain offers self-sponsored Golden Residency for qualifying professionals.
The LMRA work permit
The Labour Market Regulatory Authority (LMRA) issues every private-sector work permit. The permit is sponsored by the employer and tied to a CPR (the national ID for residents). The employer pays all permit fees, the medical examination, and the CPR issuance, under Article 7 of the Labour Law these are recruitment costs the employer must bear.
The 2009 reforms, Bahrain's first
In 2009 Bahrain introduced the GCC's first formal mechanism for private-sector migrant workers to change employers without their current sponsor's permission, ending strict kafala for expat employees in most cases. Today an employee on a regular work permit can transfer to a new employer through the LMRA portal after completing the contractual notice period, in defined circumstances (employer breach, wage non-payment, regularisation of irregular workers, etc.) and after one year of service in standard cases.
Flexi-permit
The LMRA's flexi-permit is a self-sponsored work permit introduced in 2017 for specific categories of workers who would otherwise be undocumented (irregular migrants, freelancers in narrow trades). It allows the holder to work for any employer without a sponsor. The programme is narrowly scoped and not generally available to skilled professional workers, most professionals will sit on standard employer-sponsored permits.
Golden Residency
Launched in 2022, Bahrain's Golden Residency offers 10-year renewable self-sponsored residency to qualifying retirees, property owners, talented individuals, and high-earning professionals (broadly, those earning above BHD 2,000/month consistently). Golden Residents can change employers, sponsor family, and access services without an employer link.
Family sponsorship
Employees earning BHD 250/month or more (broadly, exact threshold varies by dependent type) can sponsor a spouse and children under 18 (sons) or unmarried (daughters). Parent sponsorship is permitted at higher salary thresholds and is subject to LMRA approval.
Worked example
Rakesh has worked for a Bahrain logistics firm for 18 months. He receives a better offer from a competitor. He gives his current employer one month's written notice as required by his contract. After the notice period, his new employer applies for permit transfer through the LMRA portal. After the standard processing window, his permit is reissued under the new sponsor and his CPR updates automatically. No NOC from his previous employer was required.
Frequently asked questions
Do I need my current employer's NOC to transfer?
Not in most standard cases since the 2009 reforms, provided you've served any contractual notice period and completed at least one year of service. There are exceptions tied to ongoing financial obligations and specific employer-employee disputes; check the LMRA portal for your status before applying.
Can my employer charge me for my CPR or permit?
No. Article 7 of the Labour Law makes recruitment costs the employer's responsibility. This explicitly covers the work permit, the CPR fee, and the medical examination. Employers attempting to recover these from the employee are in breach.
What's the difference between flexi-permit and Golden Residency?
Flexi-permit is a narrowly-scoped self-sponsored work permit for specific worker categories, not a general option for professionals. Golden Residency is a 10-year self-sponsored residency for high earners, retirees, and exceptional talent that decouples residency from employer sponsorship entirely.
Can I bring my family on a standard work permit?
Yes, provided you meet the dependent-sponsorship salary threshold and have a registered tenancy agreement in your name. Spouse and minor children are routine; parent and adult-child sponsorship is subject to higher thresholds and case-by-case LMRA review.
When to consult a labour lawyer
Consult a Bahraini immigration lawyer if your LMRA transfer is blocked despite your eligibility, you're considering Golden Residency and want a strategic view on the qualifying path, you're moving between mainland and the Bahrain Financial Harbour or specific free-zone regimes, or your employer has cancelled your permit before notice ended.
