Understanding the UAE Golden Visa Program

The UAE Golden Visa is a long-term residency program that grants qualifying individuals a 5 or 10-year renewable visa, independent of any employer sponsor. Introduced under Federal Decree-Law No. 29 of 2021 and its executive regulations (Cabinet Resolution No. 65 of 2022), the program has been expanded several times and now covers 16+ categories ranging from investors and professionals to students, scientists, and content creators. Who qualifies for a Golden Visa in 2026

Eligibility extends well beyond property investors. The program now welcomes skilled professionals earning AED 30,000+ in basic salary, executives earning AED 50,000+, entrepreneurs with UAE-registered businesses, outstanding university graduates from top 100 institutions, scientists with significant research impact, healthcare professionals with 15+ years of service, educators in private institutions, creative talent approved by the Ministry of Culture and Youth, and digital content creators. Investment requirements

The investment threshold is AED 2,000,000 across all three investment categories: real estate, bank deposits, and public securities. Property must be in an approved freehold zone, wholly owned (not loan-financed). A key 2026 change: as of February 2026, off-plan properties qualify at any payment stage. The previous requirement for a 50% down payment has been removed, and a DLD valuation of AED 2 million is sufficient. Bank guarantees are also accepted. Cryptocurrency and digital assets are explicitly excluded from all investment categories following a 2025 ICP directive. Investments must be retained for a minimum of 3 years.

Professional and employment requirements

The Skilled Professional category requires a monthly basic salary of at least AED 30,000, while the Executive Director category requires AED 50,000. In January 2026, MOHRE issued a clarification that both thresholds refer to basic salary only, excluding housing allowances, transport allowances, and bonuses. This is a critical distinction: many professionals whose total package exceeds AED 30,000 may not meet the threshold when only basic salary is counted. Both categories also require a minimum of 2 years with the current employer and a bachelor's degree (attested with UAE MoE equivalency). The Skilled Professional category is limited to specific fields: medicine, engineering, IT/technology, science, business and management, law, education, sociology, and culture. Finance is classified under "Business & Management" by MOHRE.

Entrepreneur and startup routes

Three distinct entrepreneur pathways exist. The startup route requires a UAE-registered business, AED 500,000 in audited investment, and endorsement from an accredited UAE business incubator (this endorsement is mandatory and cannot be substituted). The revenue-based route requires AED 1,000,000 in annual revenue with audited financials. The established business owner route requires enterprise capital or a bank deposit of AED 2,000,000. All routes require an active UAE trade license.

Talent, student, and creative categories

The scientist/researcher category accepts candidates with a UAE Council for Scientists recommendation, the Mohammed bin Rashid Medal for Scientific Excellence, or a research profile with an H-index of 10 or higher combined with a Field Weighted Citation Index (FWCI) of 1.0 or above. The FWCI requirement is a newer addition that ensures citation impact is normalized across research fields. University ranking requirements apply: PhD candidates need a degree from a top 500 university, while master's holders need a top 250 institution (per QS, THE, or ARWU rankings). These university requirements can be bypassed by a Council recommendation, a scientific excellence award, or an H-index of 20+. Outstanding university graduates need a GPA of 3.5 from a top 100 university and must have graduated within the past 2 years.

Family sponsorship benefits

Golden Visa holders can sponsor their spouse, children (with no age limit, a significant advantage over standard UAE visas), and parents (with a dependency certificate). Family members receive matching visa duration. Dependants can work and study independently without additional sponsorship. Health insurance is mandatory for all family members. This combination of long-term stability and family flexibility is one of the program's strongest draws for professionals relocating to the UAE.

Application process and costs

Applications are submitted through the ICP Smart Services Portal (icp.gov.ae) or GDRFA Dubai for Dubai-based applicants. In-person submission is available at AMER centers. Total costs typically range from AED 4,000 to AED 7,000, covering government fees (AED 2,800-3,800), medical examination (AED 500-700), Emirates ID (AED 370), and service/typing fees. Processing takes approximately 2-4 weeks from complete submission. All foreign documents must be attested by the UAE embassy in the home country and the home country's Ministry of Foreign Affairs. Common misconceptions

The most frequent misunderstanding is around salary thresholds. The AED 30,000 and AED 50,000 requirements refer to basic salary only, not total compensation. Since basic salary typically represents 50-70% of total packages in the GCC, many professionals who earn above these levels in total compensation may not qualify when only basic salary is counted. Always check your employment contract for the basic salary component.

Another common misconception is that the retirement visa is part of the Golden Visa program. While commonly grouped together, the Long-Term Retirement Visa is technically a separate program established under Cabinet Decision No. 56 of 2018. It grants a 5-year (not 10-year) renewable visa and has its own financial criteria.

Property ownership is not required for any non-investment category. Professionals, entrepreneurs, students, scientists, and creatives can all qualify without any property investment. Subjective categories like creative and content creator always require government assessment and should not be assumed as guaranteed pathways.
