Quick summary
Most expat employees enter Oman on a Ministry of Labour-sponsored work visa tied to a residence permit. Job transfers between Omani employers require the previous sponsor's release in standard cases, though specific reformed scenarios permit transfer without release. Oman's Omanisation (labour-nationalisation) framework affects which roles can be filled by expats.
The work visa
Oman's work visa is issued by the Ministry of Labour in coordination with the Royal Oman Police (Directorate General of Passports and Residence). The visa is tied to an employer sponsorship and to the employee's resident card. The employer bears all costs, work visa, medical examination, resident card, fingerprinting, under Article 16 of the Labour Law.
Transferring between employers
Oman has reformed but not fully abolished its sponsor-release requirement. In standard cases, an employee can transfer to a new Omani employer:
- With written release (no-objection certificate) from the current employer, after probation.
- Without release in defined scenarios, wage non-payment, employer breach, regularisation programmes, under Ministry of Labour discretion.
- After completing the contractual notice period.
Specific rules shift with Ministerial decisions. Check the Ministry of Labour portal before planning a transfer.
Omanisation
Oman's Omanisation programme sets minimum quotas for Omani nationals in private-sector employers by sector and headcount band. Sectors with stricter Omanisation rates (banking, insurance, certain trades) limit expat work-permit availability. Some job categories are fully reserved for Omani nationals , this list has expanded since 2019 and continues to be revised. Check the current restricted-roles list before structuring a new role.
Investor Residence
Oman launched an Investor Residence programme in 2021, providing 5- and 10-year self-sponsored residency for qualifying investors, retirees, and skilled professionals. Investor Residency holders can change employers freely and sponsor family. The programme is the Omani analogue to the UAE's Golden Visa and Bahrain's Golden Residency.
Family sponsorship
Employees earning above the dependent-sponsorship threshold (commonly cited around OMR 600/month, varying by dependent type) can sponsor a spouse and minor children. Parent sponsorship is subject to higher thresholds and case-by-case review.
Worked example
Anil has worked for an Omani firm for 14 months. He has a better offer from a competitor. His current employer agrees to a written release. He gives one month's notice. The new employer applies through the Ministry of Labour portal. After standard processing, his work visa and resident card are reissued under the new sponsor. The transfer is completed without leaving Oman.
Frequently asked questions
Do I need my current employer's release?
In standard cases, yes, Oman is more conservative than the UAE/Saudi/Qatar reform path. Specific protected scenarios (wage non-payment, employer breach) override the release requirement under Ministry of Labour discretion. The reform trajectory has continued, check current Ministry of Labour rules.
Can my employer charge me for my work visa or resident card?
No. Article 16 of the Labour Law makes recruitment costs the employer's responsibility, visa, resident card, medical examination, fingerprinting. Any attempt to recover these from the employee is a breach.
What's Omanisation?
Oman's labour-nationalisation programme, minimum quotas for Omani nationals in private-sector employers by sector. The quota tier controls how many expat work permits the employer can hold. Some roles are fully reserved for Omanis; that list expands periodically.
Can I get the Investor Residence?
Yes if you meet the qualifying criteria, investment threshold, professional category, or retirement-income threshold. Check the Foreign Direct Investment portal and the Ministry of Commerce for the current criteria. The programme provides 5- or 10-year self-sponsored residency analogous to the UAE Golden Visa.
When to consult a labour lawyer
Consult an Omani immigration lawyer if a Ministry of Labour transfer is blocked despite eligibility, you're considering Investor Residence, your role is becoming Omanisation-restricted mid-contract, or your sponsor cancelled your visa before notice ended.
