About the role

Job Summary: The Deputy HSE Manager will oversee all Health, Safety, Security, and Environmental management activities within a designated zone comprising multiple building projects or a major single project. The role requires advanced expertise in construction\-specific HSSE systems, UAE regulatory compliance, risk management, and leadership of onsite HSSE teams. The HSSE Manager will ensure strict enforcement of safety protocols, continuous risk mitigation, and promote a safety\-first culture aligned with corporate and client requirements.

Key Responsibilities:

  • Develop, implement, and maintain robust HSE policies, procedures, and site\-specific safety plans tailored for the zone’s multiple projects or large\-scale site.
  • Lead detailed hazard identification and risk assessment activities covering critical construction processes such as scaffolding erection, formwork, heavy lifting/crane operations, electrical installations, excavation, confined space entry, and hazardous material handling.
  • Supervise and mentor onsite HSSE officers and coordinators across multiple project locations, ensuring consistent adherence to company and regulatory HSSE standards.
  • Conduct scheduled and surprise safety inspections, audits, and walkthroughs emphasizing high\-risk activities and compliance with permit\-to\-work systems.
  • Manage the complete incident reporting lifecycle, applying root cause analysis techniques (e.g., 5 Whys, Fishbone diagrams), and ensure timely implementation and monitoring of corrective and preventive measures.
  • Coordinate comprehensive HSSE training programs, toolbox talks, and awareness campaigns for workforce and subcontractors in the zone, aligned with project risk profiles.
  • Ensure full compliance with UAE Labour Law, Dubai Municipality, Ministry of Labour, and Dubai Civil Defence by preparing for and facilitating regulatory inspections and client audits.
  • Oversee emergency preparedness and response activities including planning, drills, and coordination with Dubai Civil Defence and onsite medical resources.
  • Administer strict enforcement of permit\-to\-work systems including hot work, electrical isolation, confined space, and working at height permits.
  • Evaluate contractor and subcontractor HSSE performance through rigorous pre\-qualification assessments, site inductions, and continuous monitoring.
  • Maintain accurate and comprehensive HSSE documentation, including inspection reports, audit findings, incident records, and compliance certifications, delivering timely performance reports to senior management.
  • Drive environmental compliance at the zone level, managing waste segregation, dust and noise control measures, spill prevention, and pollution mitigation.
  • Collaborate closely with project management, planning, and engineering teams to integrate HSSE requirements early in project execution plans and methodologies.
  • Support procurement processes to ensure sourcing of HSSE\-compliant equipment, PPE, and safety systems.
  • Champion continuous improvement initiatives targeting risk reduction, safety culture enhancement, and operational excellence in HSSE performance.
  • Stay current with evolving local and international HSSE legislation, best practices, and technological advancements applicable to the construction industry in he UAE.

Qualifications and Experience:

  • Bachelor’s degree in Safety Engineering, Environmental Engineering, Civil Engineering, Occupational Health, or a related technical discipline.
  • NEBOSH Level 6 Diploma in Occupational Health and Safety Practice or equivalent advanced professional safety qualification.
  • Additional certifications highly preferred: ISO 45001 Lead Auditor / Lead Implementer, IOSH Chartered Membership (CMIOSH), Certified Safety Professional (CSP), and ISO 14001 Environmental Management qualifications.
  • Minimum 15 years of progressive HSSE experience in the construction/building contracting sector, with at least 4 years in a managerial role overs
