About the role
The role is governed by federal legislation (MoHRE / Federal Decree\-Law No. 33\) and local statutory frameworks—such as Dubai Municipality (DM Code of Construction Safety Practice), OSHAD\-SF in Abu Dhabi, Civil Defence (DCD/ADCD), and utility requirements (DEWA, ADDC, SEWA, FEWA/EtihadWE).
1\. MEP\-Specific Hazard Mitigation \& Technical Controls
- Electrical Safety \& Lockout/Tagout (LOTO):
- Enforce strict LOTO regimes for LV/MV switchgear, transformer installations, busbar energization, and testing.
- Oversee high\-voltage testing safety clearances (flash boundary barriers, insulated rescue hooks, arc flash PPE, rubber floor mats).
- Approve temporary electrical distribution networks on\-site, verifying certified distribution boards, 30mA residual current devices (ELCB/RCD), and proper system earthing.
- Pressure \& Hydrostatic Testing Protocols:
- Inspect test manifolds, pressure gauges (valid calibration certs), and relief valves prior to hydrostatic pressure testing of chilled water (CHW), drainage, and firefighting piping.
- Establish safety exclusion zones, clear line\-of\-fire barriers, and verify depressurization safe\-release paths.
- Confined Space Entry:
- Manage atmospheric testing (calibrated 4\-gas detectors for $O\_2$, $H\_2S$, $CO$, and LEL) prior to work in MEP utility trenches, wet wells, manholes, water storage tanks, and large HVAC plenums.
- Enforce continuous forced\-air ventilation, standby rescue attendants, and entry permits.
- Work at Height (MEP Distribution):
- Regulate high\-level installations (corridor ceiling service racks, ductwork, cable trays, CHW mains) requiring mobile elevated work platforms (MEWPs), mobile scaffold towers, and podium steps.
- Ensure all scaffolding is tagged (Scafftag green/red), mobile units have locked castors/outriggers deployed, and harnesses are tied off to tested anchor points.
- Hot Work \& Fire Prevention:
- Issue hot work permits (HWP) for copper brazing, pipe welding, and grinding.
- Enforce mandatory dedicated fire watch with calibrated extinguishers, fire\-retardant blankets, and minimum 60\-minute post\-work inspections.
2\. UAE Statutory \& Regulatory Enforcement
- Summer Heat Stress \& Midday Work Ban:
- Enforce the mandatory UAE MoHRE Midday Work Ban (12:30 PM to 3:00 PM during the summer months).
- Monitor on\-site WBGT (Wet Bulb Globe Temperature) and thermal indices, enforcing mandatory shade rest stations, continuous electrolyte replenishment, and structured acclimatization protocols for labor teams.
- Authority Approvals \& Code Adherence:
- Align site work with OSHAD CoPs (Abu Dhabi) or Dubai Municipality Building Technical Guidelines.
- Ensure compliance with UAE Fire and Life Safety Code of Practice for temporary storage of combustible insulation materials (e.g., XLPE, PIR, fiberglass) and chemical adhesives/solvents.
- Coordinate third\-party certifications for all MEP heavy lifting equipment (crane\-lifting chillers, cooling towers, heavy AHUs, diesel generators onto rooftops).
3\. Site Governance, RAMS \& Operational Safety
- Risk Assessment \& Method Statement (RAMS) Review:
- Vet specialized MEP subcontractor method statements and Safe Work Procedures before physical mobilization.
- Mandate task\-specific Job Safety Analyses (JSA) for commissioning phases, refrigerant gas charging ($R410A$, $R134a$, etc.), and chemical flushing of hydronic loops.
- Permit to Work (PTW) System Administration:
- Manage cross\-trade coordination permits to ensure mechanical trades do not trigger spark hazards near chemical flushing or paint/insulation zones.
- Control energization permits for partial building handovers and temporary power supply.
- Audits, Incident Investigations \& Emergency Readiness:
- Carry out regular MEP floor walkthroughs, tool condition checks (PAT\-tested power tools, damaged leads), and close\-out Corrective Action Notices (NCR/CAR).
