HSE Engineer/Sr HSE Officer - (DUBAI Exp Only)

CCECC Dubai is looking for an experienced HSE Engineer / Senior HSE Officer with strong expertise in HSE documentation, reporting and compliance management for our ongoing Dubai RTA roads and infrastructure projects.

This position will primarily support the project HSE team in preparing, maintaining, reviewing and controlling all required HSE documents, reports, records and submissions in accordance with project, consultant and Dubai RTA requirements.

Key Responsibilities:

• Prepare, maintain and update all project HSE documentation, registers, reports and records.
• Assist in preparation and revision of the Project HSE Plan, procedures, method statement HSE inputs and risk assessments.
• Prepare and maintain Risk Assessments, JSA/JHA, COSHH assessments and related safety documentation.
• Prepare weekly and monthly HSE reports, statistics, dashboards and management reports.
• Maintain records for toolbox talks, safety inductions, training, inspections, audits and safety meetings.
• Prepare and track HSE inspection reports, observations, NCRs, corrective actions and close\-out records.
• Maintain incident, near\-miss and accident records and support preparation of investigation reports.
• Prepare documentation required for consultant, client and Dubai RTA inspections, audits and submissions.
• Maintain and monitor HSE KPI records, man\-hours, incident statistics and safety performance data.
• Maintain registers for PPE, lifting equipment, plant inspections, permits, training certificates and competency records.
• Coordinate with site HSE personnel to collect supporting documents and ensure timely submission of required reports.
• Ensure all HSE documentation is properly controlled, filed and readily available for internal, consultant and client audits.
• Follow up with responsible teams regarding outstanding HSE observations and corrective actions.
• Support preparation of HSE presentations, safety campaigns, monthly meetings and management reviews.
• Assist the HSE Manager in maintaining project compliance with CCECC, consultant, client and applicable UAE safety requirements.

Requirements:

• Bachelor's Degree / Diploma in Engineering, Occupational Health \& Safety or a related discipline.
• Recognized HSE qualification such as NEBOSH IGC or equivalent is strongly preferred.
• Minimum 5\+ years of HSE experience, preferably within roads, bridges, infrastructure or major civil construction projects.
• Previous Dubai RTA project experience is highly preferred.
• Strong hands\-on experience in HSE documentation, reporting, registers and audit preparation.
• Excellent knowledge of Risk Assessments, JSA/JHA, inspection reports, incident reporting and corrective\-action tracking.
• Strong proficiency in MS Excel, Word and PowerPoint.
• Good written and spoken English with the ability to prepare professional HSE reports and correspondence.
• Ability to coordinate with consultants, project management and site HSE teams.
• Candidates currently available in the UAE will be preferred.

Pay: AED8,000\.00 \- AED12,000\.00 per month
