About the role

Job Purpose

Lead the end\-to\-end tendering process across online procurement portals and manage client relationships throughout the pre\-award phase, ensuring the company identifies, qualifies for, and submits competitive, compliant bids that win profitable work.

Key Responsibilities

Tender Sourcing \& Portal Management

  • Monitor and manage all e\-tendering and procurement portals (e.g., Ariba, government/semi\-government portals, Etimad, client\-specific portals) to identify relevant opportunities.
  • Maintain company registrations, pre\-qualifications (PQ), and vendor accounts across all portals, keeping documents and certifications current.
  • Track tender notices, deadlines, addenda, and clarification periods; maintain a live tender tracker.
  • Download, review, and distribute tender documents to relevant departments.

Bid Preparation \& Submission

  • Lead the tender review process: analyse scope, BOQ, specifications, and commercial/technical conditions.
  • Coordinate with estimation, engineering, and commercial teams to compile complete, compliant bids.
  • Prepare and compile technical and commercial submissions, ensuring all portal requirements and formats are met.
  • Manage the full submission process on portals accurately and before deadlines.
  • Prepare and submit clarifications, queries, and post\-tender responses.

Client \& Stakeholder Management

  • Serve as the primary point of contact with clients, consultants, and procurement teams during the tender stage.
  • Build and maintain strong relationships with existing and prospective clients to secure invitations to bid.
  • Attend pre\-bid meetings, site visits, and tender clarification sessions.
  • Manage client PQ requests, registrations, and approved\-vendor listings.

Strategy \& Reporting

  • Develop bid/no\-bid recommendations based on capability, capacity, risk, and profitability.
  • Track win/loss outcomes, analyse results, and report on tender performance and hit rates.
  • Maintain a database of pricing, competitors, and client feedback to improve future bids.
  • Support commercial negotiations and handover of awarded projects to operations.

Qualifications \& Experience

  • Bachelor's degree in Engineering, Quantity Surveying, Business, or related field.
  • 6–10 years' experience in tendering/bidding, with proven portal management (contracting/MEP/construction background preferred).
  • Strong track record managing e\-tender portals and government/semi\-government registrations in the UAE/GCC.
  • Solid understanding of BOQs, contracts (FIDIC), and commercial terms.

Skills

  • Expert in e\-tendering portals and PQ/vendor registration processes.
  • Strong commercial acumen and understanding of estimation.
  • Excellent client relationship, negotiation, and communication skills.
  • Highly organised with strong attention to deadlines and detail.
  • Proficient in MS Office (advanced Excel) and document/bid management tools.
