How this is built
What counts as movement, and what does not
Tenure holds independent survey editions for human resources in Saudi Arabia going back to 2022. A movement reading compares the latest edition against the previous comparable one, role by role, and only where the same role appears in the same edition family in both years. Those pairs are the comparable series.
A series counts as moved only when its figure changed. Editions that reprint last year's table unchanged still count as series, so they sit in the denominator, but never as movement. The typical move is the median across the series that moved, and it is reported only when at least three series moved and at least five series are comparable. Where those thresholds are not met, the market shows no figure at all rather than an estimate.
The year-by-year history is a separate reading. Each year is the median across the same fixed panel of roles, so a year never moves because a different set of roles was observed. The mix of editions behind any one role can still change from year to year, which is why the dots are read one at a time and no line is drawn between them. A history whose year-to-year step or overall span moves more than a fifth is withheld pending review of its source anchors.
Sector-level movement is published openly. The figures behind it, the per-year medians and the band placements, are part of Tenure Pro. The Pay Index itself, the calibrated bands this history sits behind, is built separately on a three-source publish floor and lives on the Human Resources Pay Index hub.
