Job Purpose

The Procurement Officer is responsible for managing the procurement of materials, equipment, tools, and services required for the company's projects and operations. The role involves sourcing reliable suppliers, obtaining competitive quotations, negotiating prices and terms, processing purchase orders, and ensuring timely delivery while maintaining quality and cost efficiency.

Key Responsibilities

1\. Procurement \& Purchasing

• Receive and review material and purchase requisitions from project and operational teams.
• Source materials, equipment, tools, spare parts, and services as per approved requirements.
• Obtain and compare quotations from multiple approved suppliers.
• Prepare quotation comparison sheets and submit recommendations for approval.
• Issue purchase orders in accordance with company procedures and approved budgets.
• Follow up with suppliers to ensure timely delivery of materials and services.
• Coordinate with site/project teams regarding delivery schedules and requirements.

2\. Supplier Management

• Identify and evaluate potential suppliers and subcontractors.
• Maintain and regularly update the approved supplier database.
• Negotiate prices, payment terms, delivery schedules, warranties, and other commercial conditions.
• Monitor supplier performance regarding quality, price, and delivery.
• Develop strong professional relationships with reliable suppliers.
• Resolve issues related to delayed deliveries, shortages, damages, or incorrect materials.

3\. Cost Control

• Obtain competitive prices and ensure cost\-effective purchasing.
• Negotiate with suppliers to achieve the best possible commercial terms.
• Monitor purchase prices against approved budgets and previous purchases.
• Identify opportunities for cost savings and alternative sourcing.
• Ensure purchases are made within approved budgets and authorization limits.

4\. Material \& Delivery Coordination

• Coordinate with stores, logistics, site engineers, and project managers for material requirements.
• Track pending purchase orders and expected delivery dates.
• Ensure materials are delivered according to project schedules.
• Follow up on urgent and critical materials to avoid project delays.
• Coordinate replacement or return of defective or incorrect materials.

5\. Documentation \& Reporting

• Maintain proper procurement records, including requisitions, quotations, comparison sheets, purchase orders, delivery notes, and invoices.
• Maintain an updated procurement tracker.
• Prepare regular reports on pending orders, deliveries, savings, and supplier performance.
• Ensure all procurement activities comply with company policies and approval procedures.
• Coordinate with the Accounts Department regarding supplier invoices and payment documentation.

Required Qualifications \& Experience

• Bachelor's degree or diploma in Procurement, Supply Chain Management, Business Administration, or a related field.
• 3–5 years of experience in procurement/purchasing, preferably within construction, MEP, facilities management, or contracting.
• UAE experience is preferred.
• Good knowledge of local suppliers and the UAE market.
• Experience in sourcing construction and MEP materials is an advantage.
• Strong negotiation and vendor management skills.
• Good knowledge of MS Office, particularly Excel.
• Experience with ERP/procurement systems is preferred.
• Good written and verbal communication skills.
