PMV Director

JOB PURPOSE:

The PMV Director will be responsible for the overall strategic, operational, and financial management of the company's Plant, Machinery \& Vehicle (PMV) division. The role requires a senior professional with extensive experience in UAE construction companies, managing a large fleet of heavy equipment, construction machinery, vehicles, workshops, operators, drivers, and technical teams.

The PMV Director will develop and implement strategic plans to ensure maximum equipment availability, utilization, reliability, safety, cost efficiency, and productivity while supporting multiple large\-scale construction projects across the UAE.

KEY RESPONSIBILITIES:

1\. Strategic PMV Management

• Develop and implement the overall PMV strategy, policies, procedures, and operational plans in line with company objectives.
• Prepare long\-term plans for equipment acquisition, replacement, disposal, fleet expansion, and modernization.
• Establish strategies to optimize the utilization and productivity of a large fleet of construction equipment and vehicles.
• Evaluate current and future project requirements and develop appropriate equipment deployment strategies.
• Advise senior management on CAPEX, equipment investments, leasing, rental, and fleet optimization.

2\. Fleet \& Equipment Management

• Oversee the complete fleet of heavy construction equipment, mobile machinery, lifting equipment, trucks, buses, light vehicles, generators, and other PMV assets.
• Ensure maximum equipment availability and minimum downtime across projects.
• Establish effective systems for equipment allocation, mobilization, demobilization, utilization, and inter\-project transfers.
• Monitor equipment performance, operating hours, fuel consumption, productivity, and maintenance costs.
• Ensure proper registration, licensing, insurance, inspection, and statutory compliance of vehicles and equipment in the UAE.

3\. Maintenance \& Workshop Management

• Direct centralized and project\-based workshops, maintenance facilities, and technical support teams.
• Implement preventive and predictive maintenance programs.
• Ensure timely servicing, repairs, overhauling, and refurbishment of equipment.
• Monitor breakdown frequency, repair turnaround time, spare parts consumption, and maintenance costs.
• Develop strategies to reduce unplanned equipment downtime and extend asset life.
• Ensure availability of critical spare parts, tools, diagnostic equipment, and technical resources.

4\. Equipment Procurement \& Asset Planning

• Lead equipment procurement planning based on current and projected project requirements.
• Evaluate equipment specifications, suppliers, dealers, rental companies, and manufacturers.
• Review technical and commercial proposals and provide recommendations to management.
• Develop CAPEX and OPEX budgets for PMV operations.
• Conduct cost\-benefit analysis for purchasing versus renting equipment.
• Manage the disposal and replacement of obsolete or uneconomical assets.

5\. Cost Control \& Financial Management

• Establish and monitor PMV budgets, operating costs, maintenance costs, fuel consumption, spare parts, and manpower expenses.
• Monitor equipment cost per operating hour / cost per project and identify areas for improvement.
• Implement effective cost\-control measures without compromising equipment reliability or project productivity.
• Review monthly PMV performance reports, budgets, forecasts, and financial KPIs.
• Ensure optimum return on investment from the company's equipment fleet.

6\. Team Leadership \& Management

• Lead and manage a large PMV organization comprising Plant Managers, Fleet Managers, Workshop Managers, Engineers, Mechanics, Electricians, Operators, Drivers, Supervisors, and support staff.
