Quick summary

All UAE private-sector salaries must be paid through the Wage Protection System (WPS) on or before the agreed pay date. The Decree-Law caps the kinds of deductions an employer can make and restricts total deductions to no more than 50% of monthly wages. Late or short payment triggers MOHRE penalties.

Wage Protection System (WPS)

WPS is mandatory for all onshore private-sector employers. Salaries are transferred from the employer's WPS-registered bank to the employee's bank account, with the transaction reported to MOHRE. The system lets MOHRE detect late or underpaid salaries directly, and persistent WPS violations result in escalating penalties up to a complete suspension of the employer's ability to issue new work permits.

Pay frequency and timing

Article 22 of the Decree-Law requires monthly payment by default, with longer pay periods (up to bi-monthly or quarterly) permitted by written agreement. Wages must be paid within 10 working days of the due date, anything beyond 15 days is a flagged violation.

What can be deducted

Article 25 sets a closed list of permitted deductions:

  • Recovery of advances and overpayments (capped at 10% of wages per month)
  • Court-ordered amounts (judgment debts, alimony, etc.)
  • Contributions to social security or insurance schemes
  • Pension contributions (UAE nationals)
  • Approved savings-scheme contributions
  • Disciplinary fines following the proper procedure
  • Compensation for damage caused by the employee, after investigation

The 50% cap

Total deductions across all permitted categories cannot exceed 50% of the employee's monthly wages. This is a hard cap intended to ensure the employee always takes home at least half of what they earned.

Minimum wage

The UAE has no general statutory minimum wage for private-sector workers. Specific sectors (domestic workers under separate legislation, government-linked employment for nationals) have sector-specific floors. Practically, the dependent-sponsorship threshold and the demonstrated-market-rate requirements at the visa level set effective floors for most skilled-worker visas.

Bouncing salaries, what to do

If your salary is more than 15 days late, file a complaint at MOHRE via the smart app or the 80060 hotline. Once a WPS violation is confirmed, MOHRE notifies the employer, and if the wage isn't paid within a short window the case escalates. Multiple unpaid months can constitute constructive dismissal, the employee can resign and claim full notice-period compensation plus gratuity.

Worked example

Ahmed's monthly wage is AED 18,000 (AED 12,000 basic + AED 6,000 allowances). He took a salary advance of AED 5,000 in February. The employer deducts AED 1,800 per month (10% cap) to recover the advance. In March, Ahmed damages a company laptop and after an internal investigation the employer adds a one-month AED 2,000 damage deduction. Total March deductions: AED 3,800 (21% of wages), well inside the 50% cap. His net for March: AED 14,200.

What does WPS actually do?

It's a federal payroll system administered by MOHRE in partnership with banks. Employers register, transfer salaries through it, and the transactions are reported to MOHRE in real time. The system is how MOHRE detects salary disputes before the employee complains.

Can my employer fine me?

Disciplinary fines are permitted only for breaches specified in the company's internal regulations, after written warning, with the fine capped at five days' wage per offence and the total fines in a month not exceeding five days' wage. Fines must be recorded and remitted as required by the Decree-Law.

Is there a minimum wage in the UAE?

Not for general private-sector employment. The closest practical floor is the dependent-sponsorship threshold and the wage levels the visa system expects for specific skill categories. Free zones and individual sectors may have their own minima.

My salary was 30 days late, what now?

File a MOHRE complaint immediately. The complaint can lead to a structured payment order. If you're more than two months unpaid, you can resign with cause and claim notice pay, gratuity, and accrued entitlements. Speak to a lawyer before resigning so the resignation is properly framed as for cause.

When to consult a labour lawyer

Talk to a lawyer if your employer is deducting amounts not on the Article 25 list, your monthly net is dropping below 50% of gross because of stacked deductions, your salary is consistently late, or you're being asked to repay 'training costs' or 'recruitment fees' the law prohibits.
